Ezra Shapiro was a lawyer of Cleveland, Ohio, and later, Israel. He was active in Zionist organizations and a delegate to many World Zionist Congresses. The collection consists of material related to Shapiro's involvement in the 1951 and 1956 Zionist Congresses held in Jerusalem. The collection includes commemorative pins, correspondence, publications, programs, maps and newspaper articles in both English and Hebrew, relating predominantly to the activities of the 23rd Zionist Congress, 1951.

Ezra Zelig Shapiro (1903-1977) was born in Volozhin, Poland, to Esther (Brudno) and Rabbi Osias Shapiro. He moved to Cleveland, Ohio, with his family in 1906 and was educated in the Cleveland Hebrew Schools. A Jewish community leader and internationally known Zionist figure, Shapiro was elected president of the Cleveland Zionist District in 1924.
